City of Seattle Rock is a rocky pinnacle rising from 40 to 120 feet off Oak Harbor, Washington, within Marine Area 7, where mid-exposure structure concentrates fish through the water column. Chinook and Coho Salmon move through in strongest numbers from June to September, while Lingcod peak in February and March and Pacific Halibut hold from March to June. Black Rockfish stack up over the rock from February to September, and Dungeness Crab fill in from June to August. Anglers work the pinnacle by trolling flashers, hoochies, and cut plug herring for salmon along the upper slope, then drop metal jigs and leadhead jigs with swimbaits down the rock face for Lingcod and Black Rockfish. For Halibut holding deeper, drift jigging with leadhead jigs and soft plastic swimbaits covers the 40-to-120-foot range where the structure meets bottom.
