Harbor Rock is a mid-exposure sand flat off Oak Harbor, Washington, in Marine Area 7, with depths running 20 to 60 feet. Chinook and Coho Salmon both peak from June through September, while Pacific Halibut runs strongest March through June and Lingcod tops out in February and March. Anglers work the salmon by trolling flashers, hoochies, and cut plug herring across the flat, or switch to mooching whole herring and jigging metal jigs when fish hold deeper. Halibut respond to drift jigging with leadhead jigs and soft plastic swimbaits over the sand bottom, and Lingcod come to metal jigs and leadhead jigs with swimbaits worked near structure. Dungeness Crab fills out the summer, peaking June through August and taken in crab pots baited with fish carcasses or chicken.
