Harbor Island sits in the inner protected waters of Seattle's Elliott Bay area within DFO subarea 10, a mixed-bottom drop-off where depths run from 20 to 120 feet. Chinook Salmon move through the area with a peak from July through September, followed by a long Coho Salmon window running June through October, while Lingcod hold to the structure with peaks in January and again February through April. Anglers troll cut-plug herring, whole herring, or flashers with hoochies along the drop-off for Chinook, and switch to metal jigs or leadhead jigs with swimbaits worked over the mixed bottom for Lingcod. Pacific Halibut show from March through August and respond to drift jigging with metal jigs or leadhead jigs tipped with plastic, while Black Rockfish are present nearly year-round and take jigs and soft plastics near the same structure. The drop-off concentrates fish along its edges, making depth control over the 20-to-120-foot range the key variable across seasons.
