Toliva Shoal is a mid-exposure sand flat in South Puget Sound off Tacoma, running 10 to 40 feet deep within DFO subarea 13. The shoal draws Pacific Halibut from March through August and Lingcod from March through June, with Chinook Salmon peaking June through September and Coho Salmon July through October, alongside a year-round presence of Black Rockfish. Halibut respond to drift jigging with leadhead jigs and plastic swimbaits or herring across the sand, while Lingcod come to metal jigs and soft plastic swimbaits worked near the bottom. Salmon fishing centers on trolling cut-plug herring, flashers, and spoons through the same water, and Black Rockfish take metal jigs and swimbaits over the flat. The moderate depth and open sand structure suit drift-based presentations that stay in contact with the bottom.
